Government reconstitutes committee to strengthen public procurement system.

The government has reconstituted a high-level committee to provide recommendations for making the country's public procurement activities more effective and meaningful.

Law, Justice and Parliamentary Affairs Minister Md. Asaduzzaman has been made the head of the committee, said a Cabinet Division notification yesterday.

Committee members are- Power, Energy and Mineral Resources Minister Iqbal Hassan Mahmood, Industries, Textiles and Jute and Commerce Minister Khandakar Abdul Muktadir, Adviser to the Ministry of Public Administration Ismail Zabihullah, State Minister for Shipping and the Bridges Division Razib Ahsan and State Minister for the Ministry of Local Government, Rural Development and Cooperatives Mir Shahe Alam.

Other members of the committee include Cabinet Secretary Nasimul Gani, Finance Division Secretary Dr Khairuzzaman Majumder and Chief Executive Officer of the Bangladesh Public Procurement Authority S. M. Moeen Uddin Ahmed.

According to the notification, the committee has been assigned three specific terms of reference.

First, it will determine the operating procedures of the Cabinet Committee on Economic Affairs and Cabinet Committee on Government Purchase.
Secondly, it will review the Public Procurement Act (PPA), 2006, and Public Procurement Rules (PPR), 2025 and place recommendations to make them more effective.

Thirdly, the committee will carry out the responsibilities assigned by the Cabinet Committee on Economic Affairs and Cabinet Committee on Government Purchase.

The notification also said the committee will meet as required and may co-opt new members if necessary. The Cabinet Division will provide the committee with the necessary secretarial support.
