Bangladesh unveils PPP model to shift beyond aid.

Prime Minister’s Foreign Affairs Adviser Humayun Kabir has unveiled a new Public-Private Partnership (PPP) model at the Antalya Diplomacy Forum, stressing a shift from traditional aid to capacity building, skills development and technology transfer.

Kabir presented the model, introduced under the leadership of Prime Minister Tarique Rahman, during a plenary session titled “Shrinking Aid and Capacity Building” in Türkiye, according to a message received here today.

The session was attended by representatives from international organisations, including the United Nations (UN), Turkite international implementing agency of Türkiye’s TIKA, and Japan International Cooperation Agency (JICA).

In his remarks, Kabir said reliance on traditional aid is no longer sufficient in a rapidly changing global landscape, urging countries to prioritise self-reliance through strengthening domestic capacities.

He underscored three key priorities- enhancing human skills for sustainable development, empowering women through education, and promoting medical technology transfer to improve healthcare systems.

Kabir called for a transformative framework centred on “Aid for Capacity Building, Skills Development, and Technology Transfer” to address global development challenges amid declining aid flows.
