Government approves Tk1,946cr SPM operation contract.
The Cabinet Committee on Government Purchase (CCGP) today approved a proposal of awarding a Tk 1,946.22 crore contract to Indonesia's PT Pertamina Trans Kontinental for operating and maintaining Bangladesh's Single Point Mooring (SPM) facility at Maheshkhali in Cox's Bazar.
The Energy and Mineral Resources Division placed the proposal before the committee, which recommended its approval in its 46th meeting in this year.
The proposed contract is worth around Tk 1,946.22 crore including the costs and applicable taxes and duties.
The SPM operation and maintenance contract covers the offshore and onshore facilities of the installation, including its marine services and associated equipment.
The SPM is a major petroleum import and transportation facility designed to allow large mother vessels carrying crude oil and refined petroleum products to unload directly through a floating offshore mooring system.
The appointment of an operator is expected to enable the SPM to move into regular operation and allow BPC to use the infrastructure for direct unloading and transportation of imported crude oil and diesel.
The day's CCGP meeting also approved two major infrastructure procurement proposals involving a combined cost of around Tk 3,748 crore.
Under the first proposal, the committee recommended awarding a contract worth Tk 118.33 crore for emergency rehabilitation and reconstruction of roads, bridges and culverts under the project titled "Emergency Rehabilitation and Reconstruction of Various Roads, Bridges and Culverts under Sunamganj and Habiganj Road Divisions Damaged in the 2022 Flood".
The procurement proposal, placed by the Road Transport and Highways Division, concerns Package WP-14 (05/DEV/Pack-WP-14/OTM/HRD-2025-26, Tender ID-1285069) under the Sylhet Road Zone and Habiganj Road Division.
The recommended bidder is ICCL-BELAL JV, comprising Infratech Construction Company Ltd and M/S Belal Construction JV.
The contract value is around Tk 118.33 crore.
The project aims to rehabilitate and reconstruct road infrastructure damaged by the 2022 floods in Sunamganj and Habiganj.
The committee also recommended approval of a major infrastructure package worth Tk 3,629.96 crore under the "Supporting Infrastructure Project for Chinese Economic and Industrial Zone" being implemented by Invest Bangladesh.
The procurement package, titled "Procurement of Road (Width 10m), Road (Width 24m), Water Reservoir, Gas Supply Including DRS (1 Item), Central Effluent Treatment Plant (1 Item), Multipurpose Jetty (1 Item), Solid Waste Collection Station, Boundary Wall, Substation (33/11 KV) including Transmission Line on EPC Basis, Anowara, Chattogram", is Package No. CEIZ-PBC-WD.
The Prime Minister's Office placed the proposal.
China Road and Bridge Corporation (CRBC) was recommended as the successful bidder for the package.
The package covers the construction of roads of 10-metre and 24-metre widths, a water reservoir, gas supply facilities including a DRS, a central effluent treatment plant, a multipurpose jetty, a solid waste collection station, a boundary wall and a 33/11 KV substation with transmission line on an EPC basis at Anowara in Chattogram.
The CCGP recommended approval of both procurement proposals.
Meanwhile, in another procurement proposal from the Ministry of Food, the government will procure one crore pieces of jute sacks each having 50 kg retention capacity through e-GP system under Open Tender Method (OTM) with a cost of around Taka 111.86 crore. The jute sacks will be sourced from 13 entities under 50 packages.
