Lottery introduces transparency in Dhaka sub-registrar postings
Law, Justice and Parliamentary Affairs Minister Md Asaduzzaman today said the government would gradually bring greater transparency to postings at sub-registry offices across the country, particularly in places considered "prize postings" and where allegations of entrenched corruption exist.
"There are various negative perceptions surrounding the postings of sub-registrars. To move beyond those negative perceptions, we have to start somewhere. Postings in Dhaka are considered 'prize postings' for sub-registrars," he said.
Therefore, as a first step, an initiative has been taken to ensure transparency in postings in Dhaka through a lottery, he added.
The minister was speaking at a programme organised at the ministry to mark the lottery for selecting sub-registrars from across the country for postings at key sub-registry offices in Dhaka.
Eighteen sub-registrars were selected through a lottery from among 131 'A-category' sub-registrars across the country for postings at key sub-registry offices in Dhaka.
The selected 18 sub-registrars will be posted at different sub-registry offices in Dhaka within the next seven days, taking into consideration their competence, ability to handle workload and the requirements of the respective offices.
"The ministry would keep the officials posted through the lottery under 24-hour monitoring to ensure that they properly discharge their duties. They will remain in their posts for as long as permitted under the service rules, provided they perform their duties properly. However, they will not be retained if they become involved in corruption," the law minister said.
According to ministry sources, 372 sub-registrars are currently working across the country, while around 139 posts remain vacant. There are 131 'A-category' sub-registrars across the country, of whom 18 have been selected through the lottery for postings in Dhaka.
The 18 sub-registrars selected through the lottery are -- Md Golam Mortuza, Amaik Babu, Farida Akter, Ajay Kumar Saha, Amit Mangal Chakma, Md Russell Mallik, Gobinda Saha, Md Masum, SM Abu Musa, Naznin Jahan, Mohammad Hanif, Monisha Roy, Sing Mong Thowai, Rajib Majumdar, Ali Azgar, Sharmila Ahmed Shampa, Amina Begum and Tinu Chakma.
Law and Justice Secretary Liaquet Ali Molla, Additional Secretary SM Ershadul Alam, Additional Secretary Md Khadem Ul Kayes, Inspector General of Registration (IGR) Shamima Afroze and other relevant officials were present at the programme.
