DSE starts refunding verified claims of Mashihur Securities investors

The Dhaka Stock Exchange (DSE) has started paying verified claims of investors affected by Mashihur Securities Ltd from its Investor Protection Fund (IPF), following a directive from the Bangladesh Securities and Exchange Commission (BSEC).

The payment process formally began on Monday with the handover of cheques to 15 investors at a programme in Dhaka.

BSEC Chairman Masud Khan handed over the cheques to the investors as the chief guest. BSEC Commissioners Nafiz Al Tarik and Hossain Shadad, DSE Chairman Mominul Islam, DSE Managing Director Nujhat Anwar, IPF Chairman Nasrin Begum and senior officials of the stock market were also present.

The payments are being made to investors who filed complaints with the DSE by April 21, 2026, and whose claims have been verified.

Masud Khan described the initiative as an important beginning in resolving a long-standing problem faced by affected investors.

He expressed hope that the verified claims of all eligible investors would be paid in phases.

The BSEC chairman also stressed the need to strengthen the back-office systems of brokerage firms and bring them under real-time monitoring to prevent similar incidents in the future.

He said the position of investors’ funds in relevant bank and client accounts should be monitored regularly to ensure their safety.

DSE Chairman Mominul Islam said the start of payments to affected investors was an important milestone for the DSE and the country’s capital market.

According to the DSE, more than 17,300 verified affected investors will eventually receive payments of up to Tk 500,000 each from the Investor Protection Fund.

Investors whose full claims cannot be settled under the current payment arrangement will have their remaining amounts addressed through the applicable legal process, the DSE said.

Nafiz Al Tarik said protecting investors’ interests had remained a key priority of the current BSEC since it took office. He said investor protection was considered in the commission’s decisions, reforms and activities.

Hossain Shadad said addressing past irregularities was not enough and that effective measures were also needed to prevent similar incidents from recurring.

Nasrin Begum, chairman of the Investor Protection Fund, said protecting investors’ interests and maintaining confidence in the capital market were among the fund’s key responsibilities.

DSE shareholder Minhaz Mannan Emon said the initiative would bring relief to investors who had been waiting for the return of their hard-earned money for a long time.

Under the DSE (Investors’ Protection Fund) Regulations, 2014, the DSE will pay a total of Tk 42.73 crore against claims by 9,386 investors of Mashihur Securities, subject to the maximum payment of Tk 500,000 per investor.

The DSE said verified claims of investors of Banco Securities Ltd, Crest Securities Ltd, Tamha Securities Ltd and Shah Mohammad Sagir & Co Ltd would also be paid in phases under the same regulations.

Investors will be informed about the progress and payment schedule through SMS, the DSE said.
