Home minister orders timely, accountable implementation of projects.
Home Minister Salahuddin Ahmed today directed officials to ensure timely, transparent and accountable implementation of ongoing development projects under the Home Ministry.
“Unnecessary delays in project execution are unacceptable,” he said, calling for expediting the preparation of Development Project Proposals (DPPs) for new and revised projects.
He gave the directives while chairing a review meeting on ongoing projects and unapproved projects included in the ‘green pages’ under the Annual Development Programme (ADP) for the 2026-27 fiscal year at the conference room of the Home Ministry here.
The meeting placed special emphasis on accelerating project implementation, completing projects quickly, and ensuring transparency and accountability in all activities.
Ahmed said time overruns in project implementation are in no way acceptable as they directly increase project costs.
He instructed officials to set time-bound targets for each project and ensure completion within the stipulated timeframe.
Referring to prison-related projects, the minister said some disruption to the normal pace of such work due to security and movement restrictions is understandable.
However, he said there should be no scope for delays in general civil works or infrastructure projects.
The minister directed that all general infrastructure projects, including construction of the headquarters of the Special Response Battalion (SRB), be completed within the scheduled timeframe.
Emphasising strict enforcement of the Narcotics Control Act and effective measures, the minister directed that projects for establishing dog squads in every district, strengthening drug-testing facilities, renovating lock-ups and warehouses, and setting up modern forensic laboratories and digital forensic infrastructure at the district level be implemented quickly according to specific schedules.
He also directed the authorities to follow a specific prototype design to transform police stations in rural areas into standard ‘model police stations’.
In areas facing land shortages, he called for speedy land acquisition and undertaking a single integrated project.
The meeting was also informed of coordinated initiatives to address shortages of logistics and vehicles of the law enforcement agencies.
State Minister for planning Zonayed Abdur Rahim Saki, who attended the meeting, called for adopting a ‘programmatic or cluster approach’ instead of separate projects to ensure maximum benefits from government projects and avoid overlapping.
He also stressed re-evaluation and re-scoping of ongoing projects to achieve visible progress within the remaining four to four-and-a-half years of the current government’s tenure.
It was noted at the meeting that a total of Tk 2,662.05 crore has been allocated in the ADP for the 2026-27 fiscal year for development of the ‘Public Order and Safety’ sector.
Of the allocation, Tk 2,552.08 crore is from government financing, while Tk 109.97 crore is project loans/grants.
The Home Ministry is working with the vision of building a ‘Secure and Peaceful Bangladesh’.
As part of this effort, mapping of 26 commitments under the ministry in line with the BNP’s ‘Election Manifesto 2026’ has been completed.
The ministry is also committed to strengthening the law and order sector through transformative development in line with the ‘3R Strategy’ — Recovery, Restoration and Reconstruction — of the government are five-year economic reform and development strategy for July 2026-June 2031.
Senior officials of the Home Ministry, heads of 10 departments and agencies under the ministry, and relevant project directors attended the meeting.
